How exactly does it work with wheelchairs on WDW busses?

Last year, DH and I always took our time leaving after park close, arriving at the bus stops 45 minutes or more after close. There was always only a short bus line left. We're planning to do that again, so hopefully there won't be tons of ECVs and wheelchairs waiting to board.
