How early does City Hall open?

We have the first seating for breakfast at the Plaza Inn on our first day in the park, and want to know if there will be enough time to get our 1st time visitor buttons beforehand.

Also, what else should we pick up at City Hall?

Every store and restaurant has buttons. Ask for the one you want, if they happen to be out, try a different store.
