How does one place a request for a specific room?

We are new DVC members (only a week since we bought). How do you place a request for a specific type of room (i.e. with a view, etc.)? I realize it is just a request, but I wanted to know when in the process you do so.

Do you place it when booking the room (we're using the phone reservation now until our on-line access kicks in), call the resort up directly a few days before you go, or when you check in?

Also, does anyone know if the requests are actually looked at and they try to accomodate, or if it is just a futile effort on my part.

Just make your request (simple request, not a specific room number) when you make your reservation.

Someone mentioned the other day that they were told by DVC that they aren't even looking much at requests these days.

Yes, this happened to us recently. We made reservations at the VGC and when we made our reservations we made our requests for Paradise pier view upper level. When we called the night before to let them know the other 2 guests on the reservation would not be coming, we found out that they did not have any of our requests on file and we were already pre assigned to a 1st floor room. They said they assigned their rooms already and even if we arrived earlier, we would not have had the upper level/Park view because they were full and those views were assigned to guests who had their requests on file.
So, be sure to check ahead of time to make sure your requests were put on file.
 
You now have two ways to make requests: (a) when you call to reserve or any time after; (b) when you check-in on line (if you use on-line check-in) 10 or fewer days before arrival. The second one is new and was reported as coming into existence just a few days ago by DVC News. What you get is a list of common requests for DVC rooms and you can check up to two.

The broader your request, the greater the chance of getting it, for example an area of a resort rather specific room numbers is better.
