how does one get a costco delivery?

Delivery is not necessarily free. If you order on-line, the price includes shipping. The same item, if available, and bought in the store is often cheaper as it doesn't have the shipping charge. Most non-perishable items ordered on-line are shipped UPS, from my personal experience. Not sure of food/water though.
