Yes, Plaza only takes reservations for the character breakfasts. At all other times they have a host / greeter who manages capacity. Depending on how busy it is, you will be told to go straight in or wait in line.
Once the greeter lets you inside, service is cafeteria style. You'll fill a tray of the things you want from each station, pay at a central register, then seat yourself. The chicken and mashed potatoes are fantastic!

The other place like this is Rancho del Zocalo in Frontierland. Also a very good, cafeteria style counter service. The marinated grilled half chicken is a fantastic meal!
French Market in NOS is also set up this way, although they do seem to offer mobile order as well.
One exception to the never long line would be if a parade ends around dinner time. We were there last month and went in to eat during the parade. The parade ended towards the end of our meal so when we were leaving, the line was all the way out to main street. Had to be at least 40-50 people waiting to get in and all the tables inside were already taken.

The food there is really great, and it's so pretty inside. It's one of our must-dos every trip. We have been for both lunch and dinner. We haven't usually encountered much of a line until we get to the cash registers, but even that isn't very long most of the time.
I also agree that Rancho del Zocalo is worth a visit!
