How does Budget's pricing work?

Sorry for the dumb question, but I've never rented with them before. And, I've thoroughly confused myself by reading the fine print on my rental confirmation with Budget. I'd appreciate the help of someone who's rented with them before.

I got a pretty good rate using a BCD code linked to Discover Credit Card, I believe it was a savings of up to 25%. The fine print has the following: "If you used a coupon for your reservation - savings are not reflected in your quoted rate. If your rental meets all coupon terms, rate adjustment will be made when you pick up your car."

So, do you think the confirmed price I received already reflects the Discover discount? And then, if I have a coupon for a free upgrade, it would be applied when I pick up the car? I called Budget, but I'm not confident in the answer I received.

I appreciate the help...my brain is frazzled from taking care of my last-minute wedding details, while planning a WDW trip and cruise!

BCDs are reflected in your rate, coupons are usually not.
