How do they know?

In looking at rental car options in Albuquerque, I found that Enterprise has had the best prices, but their rates are only unlimited miles in the state of rental. How do they know if you cross into Colorado or Arizona or Utah, the neighboring states?

They may or may not know but if something happens along the way how would you explain it?

Also some car rental agencies have GPS devices in them that can tell you where the car has been.
