How do they decide???

I just don't get it. We just got back from WDW today and I just don't understand how they came about the order of the bus stops (the one's at the parks) It seemed like our bus pick up was the longest walk to get to. It was always at the end or very very close to the end. We were at a moderate resort (Port Orleans Riverside) There were some of the value resorts that had a much shorter walk to their stop. I'm sorry it just didn't seem fair. Shouldn't it be the closest to the park deluxe, then moderate, then the value resort? It was soooo exhausting after a long day. Just ranting but we did have a great time!!!
 
Not sure how they decide, but we had a long walk leaving MGM when we were staying at the Grand Floridian, so I'm guessing they do not take that in to consideration... sounds too Titanic like, 1st class passengers board first!
 
We stayed at the Pop, and the bus stop was just about the last one at the MK. That was last year though, cool if they moved it! That is far to walk!
 
I think they're balancing service with logistics. The value resorts probably get the biggest crowds, and so they probably try to separate the All-Star bus stop from the Pop Century bus stop.
