How do I get a DDE card?

Can somoene tell me how I could get a DDE card. Do I need an AP in order to get the card? I know with using the card, you can get 20% off the cost of meals. My mom and I are going in August. Would we both need a card? How much does the card cost? Thanks for any help.

AP holders can purchase the card for $60. It's also available to Florida residents.
