How come when disneyworld.com is down, guests can't make reservations threw CRO?

I was just remembering the day when my Dad was trying to switch our December reservation to the Polynesian and when he called CRO, they told him because their reservation system was down on disneyworld.com so he could not change our reservation at that time. I am just wondering how come when the reservations page is not working, it effects all guests trying to call on the phone when making reservations?
 
It probably depends on what is going on at the time. For example, when they did their complete overhaul of the Disney reservation system, everything was down. When they do a major software upgrade, the entire system is down. But there have also been times that I will get a lot of repeated visits to the "error" screen, and I can call CRO and they aren't having issues. I'm sure both systems are tied together in order to manage inventory, but I also believe the website can be down and CRO still able to operate, depending on the circumstances.
 
Becuase CRO and guests using disney.com are both accessing the same computer system booking engine to make / change reservations.
