How come RAC does not work for International guests?

If International guests flying into Orlando International Airport are able to use Magical Express when getting to their WDW Resort, how come they can not use RAC when flying home?

Well, Magical Express and RAC are two different things entirely aren't they? And I would imagine the reason people taking international flights can't use RAC is that those people don't have the clearance to check bags for international flights (of course I could be totally wrong here).

briar rose is correct. International passengers are required to show their passport at the ticket counter or to the gate agent, even if using on line check in.

RAC is not equipped or authorized to perform this function.
