How can I do this?.....

In 2004, we are going on a 4 day Disney cruise from Dec. 19-23. We want to send two days at Disney afterwards (Dec. 23 & 24). This is a Thursday and Friday (points are VERY high on the 24th).

My sister is going with us (or so she says). She isn't always dependable (she hasn't booked the cruise yet), so we wouldn't be surprised it she decided not to go.

We only have 79 points for 2004.

Can I do this?

Book a studio at BCV for my sister for those 2 nights for a total of 55 points (leaving 24 points).

Book a studio for us at BCV for those 2 nights for a total of 24 points PLUS 31 borrowed points.

THEN, if my sister decides not to go with us, we could cancel her reservation by September (the last month I can bank my points) and get all of our points back from her room and then bank them for 2005? Is that right?

What is your use year? If it's December, you would have until September 2005 to bank 2004 points (25%).
 
Our use year will begin in April 2004, so we have until September 2004 to bank 100% of our points.

I don't want to lose the points if she backs out, so I am not sure what to do. I am also considering just staying at Pop Century and paying cash and not using our points at all for that trip (the points are SO high on Christmas Eve).

If Pop Century is a good price, that sounds lke a good plan. Plus, assuming that you'll also book the room for your sis, you'll also have a better window of cancellation, especially if she tends to back out later than sooner. I'd be sure to double check the resort cancellation policy for the holiday period, though, prior to booking. You may also need to have them as separate reservation numbers.
 
I think Christmas Eve at BCV would really be special. If you do want to stay at BCV, your plan sounds good. Giving your sister until the end of September to decide seems reasonable.
