House breaking a puppy?

I think poms get a bad rap. We are on our fifth one and we never had a problem with anyone of them with potty problems. My 15 yr old started peeing she was in renal failure had to be put dowm week later . My father babysits and trained them all. My little one is 2 and never accident only if it rains hard she will go on carpet by the door only 3X 2 yrs. My coworker has 5 little poms in her kitchen all day never an accident. So Ive never heard that breed being hard per say I just think its the dog.
