I think if you are following the pathways, RPR and HRH are pretty close to the same distance from IOA.

The HRH/PBH walkway enters Citywalk next to USF. The RPR walkway enters Citywalk between Margaritaville's Porch of Indecision and the bridge near IOA.

Fairfield inn and suites is about a 10 minute walk to the portofino boat dock. There are a few that are very walkable (and free parking too). Take a peak on google maps to get an idea of shortcuts for surrounding hotels

It seems that way, but its a tad longer by a 100-200 ft.

It also depends where your room is located,but for me its RPR all the way.
