Boy would I be in trouble with that stupid trash can rule! There are night I work overtime and leave at 7am and don't get home till after 10...guess all my overtime would be going to pay a silly fine. Actually in reality that wouldn't really work since Sunday night garbage goes out, Monday night papers and cans and bottle go out, Tuesday night Yard waste goes out, and Thursyda night its garbage night again so almost every day there is some type of pickup where you would have your pails out. And that parking at a grocery store wouldn't work either..if they ever heard of you parkin there for something like that they would have every car towed since you can't park there unless you are shopping there LOL. And exactly who gets all this money they fine you....it probably ends up in the pockets of the "board" for their "time and effort"
Our town doesn't do any of the things that your town does...we don't even have a library!! For us, the HOA "picks up" the gaps. I really do like our HOA here.
And yes, the HOA in AZ was awful. However, the nearest grocery (a Fry's/Kroger) was a part of the "planned community", and in order to get a permit to build there, had to agree to party guests parking in their parking lot. Of course, NO ONE ever did it...people just paid the "party fee". It really was insane!!
I guess that is why it is great to have some HOA communities, and some not....different strokes!!

...our HOA brings in the symphony with awesome fireworks. Founder's Day is as good as anything the town puts on. We have an a great summer rec program for the kids - nice to have it onsite and affordable. We have holiday parties for the kids (not done in community) and a tree lighting ceremony at Xmas. We can get everywhere on extensive walking trails - many through gorgeous wooded areas....they are maintained in the winter, along with the cross country ski trails. I could go on and on. Sure the community provides some of these ..but it much nicer having them right outside your door. For what we get, our payments are reasonable (shhh, don't tell them or they will increase it).
