Yes. We did this several times with my Mom. There is an elevator, and then a door where the scooter goes through that is directly to the platform. If the person is capable of walking they can walk through the queue the scooter misses. This is where the "entrance effect" for platform 9 3/4s is. I am pretty sure they have a transfer wheelchair, but not 100% because my Mom would just walk. On both ends of the train car, is an empty area that can hold scooters, personal wheelchairs and personal strollers. It's only the rental strollers that get left behind, and new ones given on the other side.
