You can watch the balloons they send up to test winds. They are not gauging the winds at low levels. If low level winds are occuring that could cause issues but upper levels are fine, the fire marshal will only require low level fireworks be held. But if you watch the balloons you can predict the cancellation. When the balloons hit about 1500 feet, they can suddenly shift and if they shift towards I-5, the fire marshal will cancel the show. I've seen where it is perfectly calm on Main St (especially where the buildings block you from the wind) and the balloons take off wildly. We were there last Dec when we were watching balloons and saw them shift. We grabbed out stuff and commented it would be cancelled and the family behind us said No, it is so calm. We pointed to the balloons and said no, too far off course, then the announcement came over. Nov-Feb is notorious for winds in Anaheim. Also no fireworks again. They must have a low threshold for cancelling due to wind.
