Please share the photo so we can see what we are working with. There are some images that simply can't be helped in the way people want. For example, a blurry picture can be sharpened, but it won't bring back any detail lost due to the blurring.

Also, what type of photo enhancement are you looking for? do you want a photo better exposed and with more accurate coloring or are you interested in removing cosmetic blemishes or enhancing features?

Absolutely...I'm sure you'll find plenty of folks here willing to give it a go. If you can post it here, go ahead...if it's a larger res, you can e-mail the larger version. Just send a PM to me and I can give you my e-mail - I'd be glad to try depending on what the original looks like.
