Help with Ordering a custom Cake!

I know there is a bunch of threads about ordering specialty cakes at WDW, but since I am asking a specific question, hopefully you all won't mind me creating a new thread.

I'm looking to order a specialty cake for my dining reservation (at the German pavilion) later this month. I have tried calling the "cake hotline" (407) 827-2253, numerous times, however no one picks up. I am hesitant to leave callback information as I live with the people I am trying to surprise (the cake is for them).

Has anyone had experience with calling the above number? Is a time of day to call where I have a better chance of speaking with someone? Or another number I can call?

Also, I know the cake usually gets tacked on to the dining bill, but does anyone know if there is a way for the cake to be billed separately?

I have never done a cake for Epcot but I have done for MK and i used to call directly the Contemporary who baked them. So maybe call the resort that supplies EPCOT.

Most of the cake ordering lines rarely seem to have anyone answering them.
