Help! Why do DVC CM's tell me different things?

I called to go on the waitlist for Hawaii. The CM told me I would have to pay a $75 exchange fee, and they would call me if anything came up to see if I wanted to go ahead. This sounded ok, as this is what i did when i swapped to Vienna. She also said that if I want to come off the waitlist, I would get my $75 back.

Then I decided I would add the Caribbean to my search and called again, but the CM I spoke to told me not to add any resorts unless I was absolutely certain where i wanted to stay, as DVC would not call me before booking, they would just go ahead and reserve it. Does anyone know if this is true?

Whatever matches first, you get without the option to say no, so be sure you only state the resorts you would be happy with.
