Although, the woman in the OP kind of looks like a young Lindsay Lohan to me, before all the make-up and posturing.
But, when I Googled her, I knew she wasn't the one I was thinking of. I thought, "Now, the name of that actress would be stuck in my head - whether it is the actress the OP is thinking of or not."

the scene I am recalling is showing her in a pensive mood, she is in a police station or similar (I think) with a desk and is talking to a male. She is in control stressing importance of sort,facing the male actor speaking almost quietly but also sort of disappointed? I think she is in a black pantsuit with white blouse. Her hair is short, she looks tired, with circles under her eyes. The actress in the commercial looks the same sort of tired to me.
