Help w/ PSE 11

OK...I've searched and searched online for an answer to this question and can't seem to find it. Well, maybe I have, but it's not the answer I want to hear?:rotfl:

At any rate, I'm new to PSE. Well not totally new, but new enough and my experience is very, very limited. I am trying to make cupcake picks for DDs upcoming baby shower and this is where the problem lies.

I have been able to create a background for the picks. Easy. Peasy. Now I want to cover the page in circles, about 1.5 inches in diameter. I should be able to get 3 or 4 across the page and about 6 down.

So, I've been able to make one circle in a second layer. It looks perfect! Now here is the problem...how do I duplicate that circle on the layer so I have 3 or 4 columns and 6 rows?

Someone please tell me this is possible!

I don't have PSE so I am of no help....

but my first thought was to highlight it, copy, and paste it....but I honestly have no idea how PSE works... I hope someone who uses that program will be along shortly to answer your question...

I have already tried the copy and paste thing, but when you highlight the object, there is no option to paste it. :headache:

I feel like that option should be available and there is some quirky thing that either I don't know about or just don't see.
 
I don't know if you still need help or not. There's a couple different ways to do it. You could create a circle pattern. This youtube video will show you how to create a polka dot pattern but, it's transferrable. ;) create a polka dot pattern. You may have to bear with her. I found myself going "a little quicker please!" but, you'll know what to do when she's done and it's something you will find handy! And she has some really good PSE tutorials.
The other way is to create guidelines over your canvas. Go to the side (and top) rulers, while the arrow is selected, click and drag to your desired location. Do this over and over until you get them where you want. Select your shape (circle), make it a fixed size (1.5), make sure it's not "from center". Click on the top left corner of each of your guide squares and click.

Click on the layer with the circle then hit ctrl + J, this will copy the selected layer. Click on the new layer and select the move tool to position whe you want. Repeat till you have all the circles,
