Help needed re: Limited Time Magic Event @ DHS 09/13/2013

I have heard they are doing a "Limited Time Magic" event called Unleash the Villains @ DHS on 09/13/2013 with the park staying open until the 13th hr (1 AM). My question is; will the event and later park hours be treated like Extra Magic Hours (only open to WDW resort guests), or will the park be open to all until 1 AM? I have a room reserved @ POP! from 09/12 - 09/19, but have found an offsite hotel that has gotten good reviews on The DIS as well as other travel review sites at better than 50% off of the cost of POP!.

Very little has been announced about the specifics of this event, but I feel safe in assuming it will be open to all park guests.
