Help me understand block out dates on Seasonal Pass

I’m trying to understand the block out dates on the Seasonal Pass:
July is obviously all blocked out
On the Dec/Jan and April dates, could we go to IOA still but just not USF?
The other question was I saw someone writing they’d be blocked out of the parks during Mardi Gras concerts, but I don’t see those dates listed on the block out. Can you clarify for me?

2020 Concert dates*:
Feb. 1, 8, 15, 16, 22, 29
Mar. 7, 8, 13, 14, 15, 20, 21, 22, 28, 29

As you can see from damo's list, you would definitely be blocked out of both parks on Dec/Jan and April dates. The concert dates you are only blocked out of US. There will also be concerts on Sat/Sun starting mid-November going through mid-December. For 2019 those dates were -
