Sorry this is long but I contacted WDW and gave details of my travel plans for our upcoming arrival on 7/6. My concern is my departure airport as it is in CT. First is my email to them (so you have the back ground) and a copy of their response. There is one line that gave me hope that we would not be turned away.
Please read and let me know your thoughts.

My email

We have plans to arrive on 7/6/2020 for a short stay at the Boardwalk Villas (DVC). I am wondering if we will have any issues arriving on WDW property. We live in MA, but will use the Hartford, CT airport to travel to FL. I understand that the Executive Order for travel restrictions notes people from CT, NY and NJ are not allowed on WDW property and would have to quarantine upon arrival. Because we live in MA but are traveling via CT will we be allowed on property? Please advise as i could potentially change our departure airport to RI, but it does create difficulties in our traveling plans.
Thank you for your assistance.
Nicole

Dear Nicole,

Thank you for contacting the Walt Disney World® Resort! We are excited to see that you will be visiting us soon!

We understand you may have many questions regarding your upcoming visit. We do appreciate your patience and understanding during this time.

As we prepare for a phased reopening, we’ve made updates based on guidance from health authorities, such as the Centers for Disease Control and Prevention (CDC) and appropriate government agencies. These measures are designed to promote:

  • Cleanliness
  • Physical distancing
  • Reduced contact
As far as restrictions to visit our Parks and Resorts, Walt Disney World® is currently welcoming Guests from all locations.

We suggest you visit the state of Florida's Travelers' Information site where you will find information on restrictions that may assist you in determining your best traveling options. It includes updates and Executive Orders from the Office of the Governor for visitors traveling to Florida that may affect you.

If you have any other questions or challenges, please do not hesitate to contact us by calling us at 407-W-DISNEY (407-934-7639) or by chatting with us in the Help Center of the Walt Disney World® website (only available on the US site). Cast Members will be happy to assist you further.

Sincerely,

Rodger

From travel reports of others there seem to be procedure when you arrive at MCO from one of the restricted states. You might be greeted on the plane and asked to fill out paperwork re your travel plans. It doesn't sound like you would be held hostage at MCO and not allowed to venture on to your destination. My concern was that we would not be allowed on WDW property, so as far as I can read from this email WDW itself is not restricting people onto their property.

If you are not a resident of one of the 3 states, it would not apply to you. Your address on your Disney reservation is MA.

same for us we live in MA and use BDL for our flights! We travel in sept so will see what happens this summer.

I thought Louisiana had been included in this, but it's not listed on the Florida Traveler's website. Was it removed? I ask, because we are driving on I-10 from Texas to FL. We will be traveling through Louisiana, We would prefer to spend the night there but don't want to violate the orders, especially since they supposedly have people stationed on the highways. I have tried searching but couldn't find anything. Thanks

Yes, Louisiana was removed last week.

You are traveling from a hot spot, you will need to quarantine. If you were on business in NY and flew back to Florida, you would need to quarantine. It doesnt matter where you live, it matters where youve been.

This was also my understanding also. We have our flight out of Providence (so much closer for us than Hartford) and we plan to spend two weeks before the flight living in a family owned cabin in RI so we will have effectively quarantined ourselves for 14 days after leaving CT. I was under the impression that would eliminate the need for a quarantine upon arrival in FL.
