Go to the Apple web site (www.apple.com) and click on the "Support" tab and then it has get help for different products. Go through those and see if any of that helps. (One is called "How to Reset your iPod" for if it is frozen or won't turn on.) You can also call iPod support.
If none of that works, do a search on Google for iPod reset. (If you just type that into Google, the first thing that comes up is the official Apple page for resetting iPods.) You'll also see sites with suggestions that Apple won't recommend, but that people say work for them.
This happened to me a whole bunch of times.
One time I fried my hard drive and took it back to the ipod store and got a new one
Another time I plugged it into the computer, and after like a few hours it turned on again.
Now it's happening again....argh
