Do you need Park Tickets to make in-park ADR's?

Not talking about going to the restaurant, just strictly talking about making ADR's in the ADR system online.

Anyone can make an ADR at 180 days out. You don't need a resort reservation or a ticket.
The difference is with a resort reservation you can make your ADR's at 180 days plus up to the next 10 days, based on the length of your reserved stay. It gives onsite guests an advantage
