You can make reservations 180 days in advance. We are going to WDW on Nov 30th and this Monday, June 3rd, is our 180 day mark. So that would put you somewhere around the middle of July. There are calculators around somewhere that will tell you. :)

By then the website might actually work. Or you can call reservations and they'll take care of you. :)

Here's a link to a date calculator:
http://www.wdwinfo.com/wdwinfo/dining/pscalc/dispscalc.html

Dining reservations can be made:
-online: 6AM Eastern Time
-phone: 7AM Eastern time

As far as fastest way to make the reservations. If the online system is working you can start making reservations an hour before the phone lines open. I would make the ones I can and if there are any that can't be made online, call at 7:00.

If you're staying at a Disney owned resort you can input your resort reservation number and make dining ADRs for your arrival day and the first ten days of your stay (180 + 10) on the 180th day before arrival. If you are not staying at a Disney owned resort you will have to make the reservations one day at a time, 180 days before the day you want to dine.
