It is designed to insulate around pipes in buildings, but it expands to something like 1000% volume. You need to use an x-acto to trim excess from seams, but it is handy. It is about $5 can at Home Depot.
 
You need to go to the 501st or Rebel legion boards for what you are doing! The 501st is a Star Wars fan group, and you are sure to find people who are doing a "run" of armor or will costume cast for you. There are plenty of tutorials on how to make twi'lek lukus (those tentacles). I am certain that there are folks who are making Hera's costume as we speak!
Not to dis the disboards, but you will get way better SW costume help there. They really dissect the costumes there! www.501st.com or www.rebellegion.com or try the replicprop boards for weapons. Good luck.
Btw: one of my friends did a twil'lek Jedi and she used body spray paint.
 
Oh, absolutely true. The entry requirement for joining the 501st is having your own full canonically correct costume, and preferably full white armor. Up until fairly recently that armor wasn't licensed for sale, so it became a point of pride for those guys to build their own to a very high standard; there are very few members who don't have some experience with casting Star Wars armor. (However, according to the Legion's rules they are not supposed to mfr. the armor for the purpose of sale.)
