so... I'd check right at the entrance...and if they aren't the height...don't even try. Not worth the tears and heartache at the front of the line when they dont' let them on.
Sorry, no. Many rides do not have height requirements though and those rides are made for everyone to ride. So no sending children on rides by themselves, like in the kiddy area at Knotts Berry Farm. This sent my poor ds into a crying fit when he was 3 and they had to stop the ride so we could get him off.
Disney does have a rider swap policy so if your child isn't tall enough, the rest of the party can still ride while one adult waits with the child, and then you switch places when the first party gets off. OR you can get fast passes if there are just two adults and just take turns riding using the FP line. Sometimes dh and I did this. If you're doing the rider swap, you need to take your child to the CM at the front of the line and he or she will give you the pass and explain how it works for that ride. Usually, the first person or party goes into the standby line and then after they get off, the adult that was with the child can take 2-3 people back into the FP line to ride the ride again. They may limit how many people can go back with you if it's busy.
