Height Requirement Question

When the UO website says Height Restriction: 42" does that mean the child has to be 42" to go on at all or can a child under 42" go on as long as their is an adult with them? Thanks.
 
NOTE: Children under 48" (1.22 meters) must be accompanied by an adult at all times and on all attractions.


The indicated height for each ride is the minimum height the child must measure to ride that ride.
 
Just as an FYI, we put friend's DD8 into a Fire and Ice test seat out in front of the entrance, as she insisted it would be ok if they let her ride it. (She was 2" short.) With her in the seat and the overhead bar down and latched as tight as possible, I could easily lift her out of the seat from the side. Even she was surprised by this and didn't push the issue as much after seeing that.
