Height Measurements

I was just wondering if anyone knows how they measure height - do the stated height requirements include an allowance for shoes? For example, if it says it's 42 inches, are the height measurements slightly above 42" since kids will have shoes on, or if someone was 42" without shoes and they had shoes on they'd easily clear the requirement?

My kids are very close on a couple of rides and I'm trying to anticipate what might be a disappointment to warn them in advance.

Warn them just incase as DS got on BTM 3 times but was refused the 4th and even though TOT is the same height requirement he was refused 4 times. He may have been a tiny little bit under the requirements ;)
 
When we were there recently, we saw kids being measured and they measure them with shoes/boots etc on. However, we saw a child turned away from BTM as they made Dad take kid's hat off and he was then just under the height restriction. He would have made it through with the hat on!
 
You can keep yoyr shoes on, but hats will be removed and high hair will be scrunched down with the bar to make sure the height requirement is met. I've seen parents protest at this, but its for safety :-) My daughter is tall enough for "big" rides at Thorpe Park (which incidentally measure you at guests services and give you a wrist band with your height on it in case you have a too strict operator) but I don't like her on them....Johnny has a heart attack even thinking of it lol!!
Prepare them in case they are turned away though, luckily there are many fab rides in Disney!!
