heating pipe leaking?

I just walked into my main floor bathroom and there was a small puddle on the floor under the heating unit (baseboard heating). there was also a strong odor, similar to nail polish remover, in the bathroom. in fact, at first I thought one of the kids was into the polish remover and spilled it and ran away.

no such luck.

dh and I realized the pipe has a drip drip drip, with all this blue stuff around it that is liquified. dh thinks it might be some sort of sealant? neither of us know anything about this at all, and we can't call the heating people till tomorrow. we shut the heat off, thankfully its not too cold out, and are praying this is not too big of a deal. my head is going to explode soon...money is so tight and stuff keeps happening (notice when money is tight stuff always seems to happen?)

any thoughts on what it might be. or how big a fix it might be. I know you can't really answer or diagnose, but just curious if anyone has any thoughts at all that might be helpful. no other rooms/baseboards seem to be affected.
