Hello. I have looked online, and I think we will be ok, just wanted to see if anyone on the boards knew definitely
We will be renting a car for our next trip. My mom uses a cane and scooter, and has a handicap placard that hangs on the rear view mirror of her car at home in MD. Can we bring her placard to use on the rental car in Fl? We would be staying offsite, and going to many places not Disney.

Yes. Disney waives the resort parking fee for guests with a HC placard.

Yes, a typical blue placard with the wheelchair symbol issued by a US state is recognized by all states for parking in designated spots. The extra "free" perks may vary, so always be prepared to pay parking fees in others takes even if your home state waives them.
 
When you enter the Disney theme park lots, there will be people directing drivers which row to turn into to park.

Hold the placard and wave it to attract their attention so they'll see right away that you'll need a handicapped parking space. They'll wave you on ahead to that section of the parking lot.

Saves time and explaining your mom needs a disabled space.
 
You will also see posts at times that say to ‘just follow the blue line’ in the parking lot to get to the medical/handicapped lot.
I advise NOT to do that.There will be CMs or signs with a handicapped symbol directing you. If you just try to follow the blue line, you may end up at a dead end - medical lots frequently fill up and they redirect
