Have you been offered a great deal when redeeming GAD Voucher?

I read on another web site that a lady said that when she redeemed her GAD voucher at the gate that she was offered -

"an additional three Disney days at $24 for adults each day and $17 for the kids each day – basically the four-day Florida resident special they’re currently selling for $99. The offer expires end of May."

She later stated that she was not a Florida resident. Has anyone else been offered this?
 
I don't think so. For several reasons.

One is the special Florida Resident Dream Pass is $99 adult and $84 child. Since the value of the GAD ticket is $79/$68 those number are way off.

Second is that nobody in ticketing will offer a Florida Resident rate to a non-resident (if they want to keep their job). For all Florida Resident passes the name address and birth date of the holder has to be entered into the ticketing computer system. The problem is explaining to non-residents that they cannot buy (or activate) Resident tickets.
 
The difference on the child's ticket made sense...tax on $16 would be $1.03. But tax on $20 is $1.30 so the adult difference doesn't add up.

I wonder of the CM just made the offer without thinking?

I'm also confused by the "each day" said after each amount. That tells me its some other ticket, but the numbers still don't add up.
