-Yes. We were at WDW on December 31, 1999. MK, DHS, and EPCOT all closed to capacity and resort guests were being directed to AK that day. We had chosen AK that day because we thought it would be the least crowded as it closed before midnight and we were right (we were going to a WDW paid ticket special event Pleasure Island party for NYE night- so we did not need to be in a park open until Midnight). As we were leaving AK mid-afternoon, I specifically recall hearing lots of unhappy people entering and complaining. We heard lots of discussions of people complaining that when they were told they were guaranteed entry into a park as a resort guest no one told them it could be any park and that they could be stuck in a park that closed before midnight for NYE as no other park would let them in. Crowded or not, we had a fabulous trip! To give you an idea of how packed everywhere was, below is a photo of what the crowd looked like at the countdown for midnight at Pleasure Island (for a party ticket that cost around $100 or more each, but it included food buffets at several of the bars, and Styx, the B52s and Hootie and the Blowfish were playing at 3 different spots)-- we were having amazing luck that night and wound up on a staircase landing overlooking the crowd with party favors a CM threw up to us from below- right after this photo was taken DTD fireworks started and I can not remember what the bar was called where we were on the landing, but inside it had big glass windows facing the water, so we ran in and got right up to the glass and got a gorgeous view of the fireworks with their reflections on the water- it was magical- somehow we managed to avoid the main crowd!
