It's not a party, it's a character meal like any other, just with a Halloween theme.

We've been to all 5 - menu is essentially the same with different themed desserts and slight variations on seasonal items.

Yes, it is offered every day. I think the select dates refers to the seasonal change, like between Halloween theme and Christmas theme. In the fall, Minnie's Holiday Dine is supposed to be offered at lunch and dinner instead of just dinner.
