Has WDW cancelled their PAY in Full 45 day Policy?

I had booked a total WDW package thru AAA. Then I bought AP's and just changed the package to Room only.

I place a 200.00 deposit. Now it is close to my 45 day mark. I told the AAA TA to pay the final payment on Monday 6/18 of this week. She got back to me today (Wednesday 6/20) and said....WDW DONT want the Final payment anymore, Just make your final payment when I arrive. She assured me that she talked to people at WDW and they all said Just pay when I arrive.

So me being me...also had to call WDW res center (twice) and YES Both times I was told just pay the Final Payment when I arrive.

Is this a new policy?
Has anybody else been told..."NO we dont want your $ untill you get here"???
 
Packages must be payed in full in advance. Room only reservations must be payed in full upon check-in.

I gather the AAA TA dont get too many room only request. I only let her do it, since I also have a car.
 
I have a room only reservation for November and already made my final payment. They said it wasn't necessary to pay it now but they didn't have any trouble taking my money.
