Has Felix ever been a Disney character?

If you're talking about Fix-It Felix from Wreck-It Ralph, I don't think so.

According to the American Experience about Walt Disney that I watched this weekend, Felix the Cat was in existence pre-Mickey, and Mickey's predecessor Oswald the Bunny was developed by Disney to compete with cartoons such as Felix.

Felix the Cat was created by Pat Sullivan and Otto Messmer in 1919. He was never owned by Disney.
