Has anyone upgraded PH's from a package to DVC AP over the phone?

Asking for DD. She has PH's bought as part of a free dining package. I know she can't use these tickets before that check in day but can she upgrade to a DVC AP before hand?

I’ve never heard of that happening.

When does she want to use them? If she checks in a few days early there’s a process to get them (though she cannot make FP+s ahead of time for the non package days).
