Marc Walker (Bing Bong cruise director) posted he'll be heading to Harmony in May so it looks like they will be sailing, though the itinerary isn't confirmed yet. I guess getting to Europe cruises is easier than the US hoops.

Yes it is , the European CDC do not require all the certification and test cruises that the American CDC require. Also Europe does not have the rule that prohibits cruises to no where and cruises with domestic ports only. As a result, many cruise lines are now planning UK residents cruises to no where and Israel residents cruises to no where. These cruises are for residents of a specific country only and all passengers are required to be fully vaccinated, ie have had both doses of a vaccine.

I am wondering what RCL intends to do with Harmony, and their other ships in Europe. Harmony is supposed to be sailing from Barcelona, Rhapsody from Venice, Jewel in Sweden and Denmark, Anthem in England which makes sense with what you've said above.

I'm in Canada so can't go (no vaccine and too many hoops for travel right now) but I will be interested to see if vaccinated Americans are able to travel to Europe this summer. Since the US roll out of the vaccine seems to be moving a lot faster than other countries.

I doubt it. Europe is planning a vaccine passport so that Europeans can travel domestically between the 26 EU countries in summer 2021. Thats the first step and they wont be opening up travel to countries outside The EU until they see how that works.

I mean with Harmony it shouldn't be a big deal to do a cruise to nowhere. If there was a ship class that was built for cruises to nowhere, the Oasis class is definitely it.
