Happy Meal in AK

I'm sure it's been asked & answered before, but here goes anyway...

Is the toy in the Happy Meal at Restaurantosaurus the same toy/promotion going on at all the McDonalds in America at the time or is it Disney-specific? On the menu I saw on one of the websites it said "premium toy" and I wasn't sure what that meant.

The past few times we have been there,my daughter received a dinosaur toy and yes, it was not bad for happy meal toy.
