You can bring it from home---and I wouldn't want to chance not having the proper id. If the HC parking is for someone in your group, why would you not have the proper id?

The handicapped parking permit/hangtags works the same at WDW as it does at home. In case you are asked, you should have the ID of the person it was issued to. Someone else using the parking permit is a violation that can be punished by a fine and revocation of the permit. So, you do want to have proof if you are asked.

The one hint I will add here is that if you don't have a wheelchair or ECV, you will have a shorter walk parking in the regular parking lot and using the trams that go between those lots and the park entrance/turnstiles. There are no trams for the handicap lots and the walk can be quite a ways if you are on rhe edge of those lots.
