Has been seven years since my last visit..At the MK.using hadicapped parking does one still have to use the monorail?

Yes, or use the ferry boats. The resort and express monoirails and the ferry
boats are the only 2 ways you can get to the MK from the Transportation and Ticket Center unless you are staying at a distant WDW resort (not serviced by monorail or boat) and can take a WDW bus. There is no handicapped parking immediately at the Magic Kingdom.
