Hamilton Passport Office and Lineups?

My Dh would like to go here but cannot go til later in afternoons? anyone have experience with the lines and waits. If he goes after 2pm, what are the chances of him getting it done before 3:30pm.

Is there a better day of the week to go?

I was there in April - so not really current. But I went at 2 (on a Tuesday) and was out by 2:45. (30 min wait, 15 at the counter)
