I found this on the internet and found it interesting. Note the wording "for guests of these resorts only" at the begining.

I know there has been discussions about who can participate in the FW activities and the response has been anyone. This contradicts that advice.

There is a posting about these activities right here on the Disboards: Halloween Night Activities at Downtown Disney and Resorts

The information on the Disboards link also says that the resort activities are for guests of those resorts only. But, the Ft. Wilderness campfire has always been open to guests of any resort, and I can't believe that would change for Halloween night. I would be very surprised to see any non-FW guest be prohibited from participating in any of these activities.

It is interesting to look at the offerings from the other resorts. There will be a lot of outdoor movies played that night! Looks like FW's activities blow away the other resorts'.
