We were at the Fort over Halloween last year. Are all of the
special activities like the Golf Cart Parade always on Saturday?

No they aren't. I haven't seen the list for this year. Maybe if you contact the fort they can tell you, but I bet plans won't be finalized until closer to the date.
 
The activities are usually the day before and right on Halloween. This is the schedule from 2008. We were there for 2010 and it was pretty much the same.

Here is the 2010 schedule: Interesting that in 2008 trick-or-treating was 5:00 to 9:00, and in 2010 it was 5:00 to 7:30.

We were glad it went to 7:30pm, honestly there are so many kids that it is hard to have enough candy even for the 2 1/2 hours. Plus it gives you some time to do other stuff. We were in the 700 loop and there was non-stop kids for the entire time. Hundreds of kids passed through the loop.
 
I was in the 1600 loop and was glad kids kept going to 9:00 even though the 'official' time ended. Fiends were having a great time handing out candy and seeing the cute costumes, plus visiting each other. We count candy by the pounds....We had about 60 pounds this year. The year before (longer official time) we went through 150 pounds. No complaints here though!!
