Forget gel - Hair Glue.

Walgreens, CVS - it's only a few bucks.

Its how I got my son's hair to do this:

All of the above suggestions sound good. I would add, go out and get some serious hair-spray (like Aqua-Net) and spray the heck out of the final style after you finish.

And to get it out?

Have her soak in the tub (when they lay down and have their head dunked in there...)

Just soak it until it's loose enough to wash.

When you brush it back into the bun - use a bristle brush.
