Try placing the picture on top of the frame, adjust it to about the correct size and then LAYER, ARRANGE, SEND TO BACK. I'm using Elements 2.0 and these instructions work. If you have trouble send me the picture and I'll see what I can do for you.

OK, When you open a frame that someone else made in your program (i use PSE2) If you click on your layer pallet, it probably says index layer. you need to go to your top toolbar & click on image. Go down to where it says mode, if indexed color is checked, change it to RGB color by clicking on RGB color. This will now change the frame to layer 1. You can then place your picture OVER the frame & tweek it. Then go up to layer, arrange, send to back. I'm assuming that once you change the saved frame (someone elses) you can probably place the frame over the picture if you prefer. Hope this helps.
