My dad contacted Continental a month ago to ask about this. He uses them constantly for work (he travels weekly) and this is a sum of the information he got:
1. Groups are considered 10+
2. You must designate one contact person. Only this person can book the flights through continental group line. If anyone was to call continental and ask about getting the discount they wouldn't be able to access it. This ensures they only deal with one person and there isn't a chance for confusion.
3. The discount only applies to a group of 10 all going to the same desination from the same hub on the same flight. (Example: 10 people fly from Houston to Orlando on flight 123 leaving at 3:00pm. How those 10 people got to laguardia is not important just the hub is. More example: my dad lives in houston so hed book flight 123 for 2 people, his family lives in dallas so theyd book dallas to houston(flight 111) and then houston to orlando (flight 123) for 8 people. 2+8=10 all leaving from the same hub (houston) so theyd get the deal.
4. They will quote you one rate for a one way or round trip with the discount, it may or may not be better than other discounts. You have up to 30 days out I believe to cancel any reservations, but if your number falls below 10 you lose the discounted rates.

I hope this helps, I had to have my dad explain it 5 times before I comprehended most of it. It seems like way to much work on top of everything else! Plus you'd all have to arrive and leave at the same time? All my guests are staying different lengths of time!
